This is a lovely vintage serving tray. The tray has a porcelain or ceramic center and is trimmed in pierced metal. The tray has three ball feet and handles on either side. Though this is marked Germany, the design has a bit of a Delft feel...featuring a windmill and sailboat in a lovely blue. The tray measures about 10 1/4" in diameter and the rim is 1" deep. Marked on the bottom as shown in the second photo. It has 6 matching coasters. One of the coasters has a stress crack through the tile but it is hard to see and still usable.
