This is a promotional plate for Golden Eagle Milling Company marking the finishing of the Panama Canal. I believe the plate dates to 1915-1916. It has the Presidents around the rim and stops with President Wilson. It has some chips around the rim as seen in the photos. You can see some deep crazing on the back that is discolored. Doesn't show when displayed. Plate is stable. Measures about 8 1/4" in diameter.
