Storyline:
Batman enlists the Teen Titans to help him as undercover agents, infiltrating the Runaways, a gang of teenage thieves under the control of a mysterious Fagin called The Man.

They choose Donna and Wally to go in their civilian identities while Robin and Speedy worked from the outside. After earning The Man's trust, Donna and Wally manage to get some information that proves valuable for Batman. Unfortunately, the Titans are soon discovered and exposed by the man, turning the Runaways against them.

The Titans go into action against the young criminals and in the meantime, Batman goes looking for a fugitive that has recently escaped prison and wants revenge against The Man. Batman arrives in time at the Runaways' hideout to stop the would-be-killer and The Man himself, whose real identity is Max Cash, a wanted criminal who disguises himself as Batman and uses a voice modifier to speak in Commissioner Gordon's voice. Like this, the criminals are captured thanks to the Titans and Batman, ending the reign of crime of the Runaways.
